No, I think you misunderstood the article. The clubs in their 1st division will recieve 1.3bn, the rest is for 2nd division which isn't of any relevance. We're comparing La Liga and Serie A here, not La Liga + Segunda and Serie A + Serie B.

But collectively,its still a better deal than Serie A.
