If she hadn't changed hers AFTER Sheik's, Sheik's vote wouldn't have mattered. It's her fault.

I think it's so damn clear what happened. Janna probably didn't suspect Deneb that much but she had to vote him to save herself. When Sheik changed his vote from Janna to Gabriel, Janna felt it was safe so she also voted the one she was more suspicious about (than Deneb), but Sheik had already changed his vote back again to Janna and then the voting time ended.
