I like Kroos, but he's 30. I wish he were still 28 - then, I'd not hesitate to offer him a 5 year contract, but at 30 years of age, will he accept a 3 year deal, or maybe a 3+1 type deal?

Fabinho and Naby Keita are better than anything we have, and Fabinho is a top player in my book.
Am I exaggerating? I am not averse to Locatelli as a depth signing, but not as a starter. Would you be happy with a starting midfield of Locatelli, Bentancur and Arthur? Even if Rabiot rotates with one of them, that midfield isn't good enough. I compare it to our peak midfield in 2015 and that midfield is at least two levels below that. Now, I don't expect us to see a midfield like we had back in 2015 anytime soon, but the dropoff can't be that great. That is simply unacceptable for a team of Juve's caliber. If we had money, I'd go out and sign Pogba without hesitation, but that seems like a pipe dream now.
Zaniolo is the best italian talent in my humble opinion, and I feel we should do everything to bring him here. Tonali is definitely an interesting prospect, but I don't think he's reayd to start for us. Is he better than Locatelli? His ceiling is higher. I agree that Locatelli might be playing better now, but his team are doing much better, in a more dynamic system that suits him, and a team that possesses attacking impetus and scores lots of goals. Therefore, Locatelli gets to shine more. I'd definitely try and pursue one or both of Aouar and VDB because they have experience playing in the CL and doing well.
