If i have to try and be as realistic as possible about the prices:
Pereyra-€14m (mandatory obligation)
Rugani-€4m (already signed)
Darmian-€18m-€20m (linked with Bayern recently so you know he'll go for a good sum)
Allan-~€20m (linked with some decent clubs lately,in demand so i'm sure we wont get lucky with a loan deal like we did with Pereyra)
Berardi-€15m
Dybala-€30m (linked with many clubs but in the end he'll go for €30m or thereabouts)
Total : €101m

I agree with this, except for Allan who should be around 15-18.
Anyway, if we get to CL semis, I believe we'll have around 40M to spend from the club's savings + money from transfers.
I think they will sell Ogbonna to free up space for Rugani and fetch around 8M for him. Llorente will go for something around 10M.
Also I don't think they will bring both Berardi and Dybala together, but I think they will sell Berardi's half and keep a buyback clause.
We really need full backs, I'd like to see 2 good ones. If we bring a LB, we free Asamoah to the mid and don't have to sign another CM.
Also if we sign a RB, it makes Caceres expendable. He's trustworthy, but we need an offensive RB as an option to Litch.
I haven't watched much Zappacosta and Darmian, but I like them.
So with 40M + 15M (Berardi) + 8M (Obgonna) + 10M (LLorente) + 8M (Caceres) + 6M (Isla) + 6M (Gabbiadini) = 93M.

Dybala (30M + players)
Zaza (15M)
Pereyra (14M)
Darmian (18M)
Rugani (4M)
Zappacosta (8M)
Neto (free)
Jose Mauri (free)
Cerri (free)
Total spent: 36M + money from player sales.
