Yes, the criteria is only related to new signings. You can bring 2 each season and that's it, regardless of how many you already have.

Non eu players going out does not give an eu place to others. It's a quota of buying no more than two non-eu players per calendar year, so selling does not impact these rules

yes, if he was coming directly from another serie a team like Neto. but Cuadrado is from EPL i wonder if other top leagues also use this rule
