I think he took over in 2000 and won it once in 2001. Personaly i think this team that won the CL that year was allready a solid team (almost the same team that won the 98 CL against us). He just added two big names to that team (figo, zidane) so there wasn't major changes that was made in that team. Yet many people out there give him lots of credit for that.

Since then things went really wrong. Firing del Bosque was the first stupid move he did after winning the league title in 2002 And the rest was history.

Madrid was always a solid team that was really tough to beat in europe yet when the Perez era started that team became a joke. I just believe that people like Moratti and Perez are the worst clubs presidents.
