Inler was the one who made the first step in. Technically it's a correct decision. The only thing Napoli can wonder about is if the ref was gonna let Hamsik shoot again had he have missed the first penalty. Since two Juve players were in the box, the penalty should have been retaken if Hamsik missed on the first try.

And it's good that some referees follow this rule. If more referees paid more attention to the rules during the penalties, we might not have lost the 2003 CL final.
