Only guess is he saw that it was last defender offense? Otherwise don't get it, when he took the decision first he gave yellow, then checked footage and gave same player red.

He's seriously a real goal machine. But not just that, it's really incredible that the guy is only 24yo.

But they made new rules. A penalty given because of taking away a scoring opportunity is only a yellow card. The new rule was made, because it is unfair to receive a double penalty.
