45 is only a minimum free release clause. Technically, it only applies to Spanish clubs (but its more of a deterrent/bargaining chip when applied to foreign clubs). Clubs could pay way more than that if they want to. I doubt it would happen, but there's no law preventing a club from paying more than a player's release clause.:D
