It will remain a personal opinion and what exactly you look for in a city, if its culture, heritage etc or whether its the modern amenties/shopping etc.

IMO London is well ahead of Turin, afterall we are comparing a capital city with just as city here. B'ham or whether be it manc is subject to debate but all the juve-brits may easily favour turin especially as its not a place you come visit or see every day. Whilst an italian in turin may prefer even b'ham ahead of turin. Too many factors.
