Judging him based on NT matches makes no sense. We simply play like shit and you can't really see much from anybody, even Matic, so I'd surely keep an eye on him and grab him if there's a chance. If I was him I would do the same. If he has a good perforamnce you point to the price and say see I was right. If he bombs you just negotiate the price lower. Win-win for him

For Lotito it makes sense and playing a waiting game is also what suits him. The closer to the end of transfer window, the more likely someone will overpay just for the sake of making changes. Reactive buying is the second name for EPL these last few years and he couldn't care less about the player here, obviously.
