Sevco are also due to play their first game against Brechin on Saturday.

They are still officially known as Sevco and do not have a football license.

Will the be able to fulfil the fixture?

Will the fixture be printed as Brechin v Sevco?

Still looks to me like there is a sporting chance they won't be playing football this season.

Rangers go the wire haggling over SFA membership

Charles Green’s stand-off with the Scottish Football Association will be taken right to the wire on Friday as they haggle over the terms and conditions which will be attached to their membership of the ruling body.

It’s understood that Green’s Sevco Scotland Ltd have deigned to accept a 12-month signing embargo from Sept 1 and a fine of £160,000 from the SFA but are still unwilling to “accept” any future punishments from the Scottish Premier League over Rangers’ alleged use of dual contracts.

Should Rangers be found guilty of improperly registering employees for over a decade, the fear - as expressed by manager Ally McCoist - is that Rangers will be punished by having all trophies and cups won during that period stripped from them.

One might argue that such an outcome would not, indeed, be a punishment at all but merely the automatic result of having found to have cheated opponents during the period in question by fielding players they would not otherwise have been able to afford.

The real punishment would follow. Take, for example, the case of disgraced sprinter Ben Johnson. He set a new world record of 9.79 seconds in winning the 100m at the Seoul Olympics in 1988.

However, the urine sample supplied by the Canadian afterwards contained traces of the steroid stanozolol.

Johnson, whose coach, Charles Francis, admitted that the athlete had been using performance-enhancing drugs since 1981, was stripped of his gold medal.

That, though, was a consequence of having cheated: the penalty handed down to Johnson by the International Amateur Athletics Federation was a two-year ban from all competition.

Green, like McCoist, does not wish to be similarly inconvenienced for any wrong-doing on the behalf of his predecessors.

The SPL, for their part, wish to be able to deliver a sanction in keeping with the seriousness of the charges which have been brought and their lawyers, Harper McLeod, have already stated that there is a “prima facie” case for Rangers/Sevco to answer.

It is now 14 days since Sevco was allowed to join the Scottish Football League in the Third Division. The deadline for being granted the SFA membership which will allow them to play competitively this season expires at close of business on Friday.

Green, it might be argued, is merely doing what any chief executive would do in comparable circumstances: ie, negotiate the best deal for his company.

The problem for him is that the oldco whose membership he wishes to be transferred and whose history he is anxious to assume, have already been found guilty of many serious transgressions, from wilfully refusing to pay their taxes to leaving a trail of football debt across Europe.

On top of that, there are the verdicts pending in the dual registrations cases as well as the Top Tier Tax Tribunal’s investigation of the alleged misuse of Employee Benefit Trusts.

These issues, while linked, are not interchangeable and there is no reason why the SPL would need to wait for the HMRC findings before announcing their own.

Given that, the only bargaining chip Green has at his disposal is the potential size of Rangers newco’s support and their appeal to broadcasters. Even so, he will feel that he is right to take this particular Mexican stand-off right to the wire.

He will remember, after all, how Stewart Regan and Neil Doncaster, the chief executives of the SFA and SPL respectively, attempted to catapult Sevco Scotland Ltd into the First Division ahead of 20 other SFL clubs, only to have their scheme categorically rejected by the SFL members.

Consequently, it would be surprising if that embarrassing episode was not at the back of his mind during this Mexican stand-off. Green will see himself as Clint Eastwood to Regan and Doncaster’s Eli Wallach and Lee Van Cleef as the rest of Scottish football waits to see who will blink first.

The reputation of the national game has been tarnished by the events of the last five months at Ibrox and by the response to them from those in power at Hampden. There has been little credit to share between the participants: not so much the good, the bad and the ugly as unforgiven.

Prevarication has been the order of the day for the two ruling bodies and that unwillingness (or inability) to take control of the situation has made bad worse.

It is unfair on Brechin City, a club which needs money almost as badly as Sevco and one which has spent a significant (for them) sum on printing and distributing tickets and match programmes and selling corporate hospitality for their Alba Cup tie against Sevco, which may yet be cancelled less than 48 hours before kick-off time.

It is unfair on Dundee, who have still to receive their SPL membership from the Soon-to-liquidated Rangers oldco and who may, as a result, have to postpone the beginning of their league campaign.

It is unfair on Kilmarnock, who are due to host Dundee on Aug 4, because any switch to a midweek fixture would mean a smaller crowd and reduced revenue.

It is also unfair on Ian Black and Craig Beattie, players Sevco hope to sign on lucrative contracts and on whose behalf a press conference will be called on Friday, assuming membership is granted.

Most of all, it is unfair on the supporters throughout the country who will wonder - but surely not for long - whether their club would have been dealt with in such a fawning fashion if they had found themselves in a similar bind.

No-one should feel sympathy for Beattie and Black. They are taking a calculated risk to wait to join a club that may or may not exist or may go out of existence within a few months in order to get higher wages than they could elsewhere.

Joint statement on behalf of The Scottish FA, The Scottish Premier League, The Scottish Football League and Sevco Scotland Ltd.

We are pleased to confirm that agreement has been reached on all outstanding points relating to the transfer of the Scottish FA membership between Rangers FC (In Administration), and Sevco Scotland Ltd, who will be the new owners of The Rangers Football Club.

A conditional membership will be issued to Sevco Scotland Ltd today, allowing Sunday’s Ramsdens Cup tie against Brechin City to go ahead.

Following the completion of all legal documentation, the Scottish Premier League will conduct the formal transfer of the league share between RFC (IA) and Dundee FC on no later than Friday 3rd August 2012. At this point, the transfer of Scottish FA membership will be complete.

Key points:
- The Scottish FA has received all necessary information and documentation from Sevco Scotland Ltd, including details of the company structure, shareholders, financial projections and business plan.
- Sevco Scotland Ltd has agreed to accept all conditions relating to RFC (IA)'s charges of bringing the game into disrepute, namely the 12-month transfer embargo, beginning at 0.01a.m on 1st September 2012, and payment of all outstanding fines and costs.
- Sevco Scotland Ltd has agreed to settle all outstanding football debts to other members of the Scottish FA plus clubs under the jurisdiction of other Football Associations.
- The Scottish Premier League and Scottish Football League have reached agreement on the purchase of a package of broadcasting rights which will allow the former to include The Rangers FC matches in contracts with broadcast partners.
- The Scottish Premier League has reserved its position in relation to the on-going investigation into EBTs.

Right, well this always the most likely outcome.

License provisionally granted, with stipulations.

The key point of contention was this one:

The Scottish Premier League has reserved its position in relation to the on-going investigation into EBTs.

That on the face on it, is the proper outcome.

A proper investigation can take place to determine the true extent of Rangers cheating in the last decade or more.

I would be interested to know the time-scale allowed for Rangers to settle outstanding football debts. I wouldn't have been allowing them to sign anyone until they had cleared those debts.

The delayed transfer embargo is a cop-out decision that smacks of Sevco being allowed to dictate what their punishment would be in order to avoid the situation getting any messier than it already is.

On the bright side, if everything goes from this point as it should, we can all go back to focusing on football instead of the Sevco situation.

I wouldn't say it's a decision allowing sevco to dictate, seems more that the bodies have wasted far too much time and with a cup game due to be played on Sunday with tickets sold and programmes paid for, they didn't really have a choice but to give them some sort of registration

Decent tour of Germany finished with a good 1-1 draw with St. Pauli today, after a 12-0 win over someone and a 1-0 loss to Werden Bremen.

No injuries and some kids impressing, so not a bad pre-season (certainly in comparison to some absolute horrors we've had in the past.

It was a negotiated punishment, since Sevco wouldn't accept the original transfer embargo.

Who the fuck gets to negotiate their own punishment?

If Sevco wanted that license they should have been accepting whatever terms the SFA dictated.

It's exactly this mentality of giving Rangers/Sevco too much power - which led to the belief they could get away with anything - that caused a lot of the problems in the first place.

I doubt Aberdeen will lose any money, though, provided appropriate moves are made to make the distribution of cash fairer.

Celtic are the ones who will suffer most, which is nice.

On Sunday, Scotland witnessed the return of “rangers”, but this wasn’t oldco, it was the new incarnation of an evil beast that should have been vanquished forever, but due to intellectual pygmies and their blind obedience to all things “rangers”, they had allowed this monstrosity to be brought into being and now a newco version is on the loose. As expected, the new “rangers” support was consumed with typical triumphalism and arrogance, with a false sense of entitlement and superiority, they behaved in the typical “rangers” way of showing utter contempt and loathing of anything that isn’t “rangers”. I think that we can safely assume that the “rangers” support had acted with impunity in Brechin and the police would have stood idly by as they sung their party songs, so there is no change there then. Their naked hatred was on full display and with tedious predictably, they sought to lay the blame for their demise at everyone else’s door, but their own.

So Mr Regan, when you eventually saved “rangers” it must have made you feel proud and you must have heard their appreciation of you at the game, about how you saved them and that must have given you such a warm glow? No wait a minute, they apparently hate you and pronounced their hatred by singing “if you hate Stewart Regan, clap your hands”. This was a gesture whole heartedly supported and echoed by Charles Green, you remember him, he’s the guy that you aided and abetted so that sevco could gain entry into senior football by ignoring your own rule book. What you have actually done is to allow a poisoned club, a more despicable and contemptible entity than its predecessor, to spread its own brand of hatred and it is all down to you. Like a mad scientist, you have created an uncontrollable monster which is driven by bile and bigotry, seething with bitter resentment and mock outrage, it has been unleashed by you to the detriment of every other club you are meant to represent.

Charles Green made derisory comments about the poor business decisions of the other clubs and then declares that all other supporters are “bigots”. Now that certainly brings the old adage about the pot and the kettle firmly to mind. Firstly, it must have raised a few eyebrows to hear the guy who had bought the assets of a dead club for a ridiculously low amount to be making comments about the business practices of other clubs while conveniently forgetting about the last decade of dodgy business practices and blatant malpractice which saw cheating on an massive scale. Secondly Charles, you must be confused as a bigot is an obstinate and intolerant believer in a religion, political theory etc. But to demand that justice is seen to be done and that any wrongdoing is suitably punished is in no way bigoted, as that is what normal people believe to be right. However, say that a support has a rabid hatred and intolerance of Catholics for instance, would that seem familiar to you and in case you don’t understand, I’ll give you a clue and say that you were surrounded by thousands of them on Sunday.

Why has Charles Green become native and resorted to making these typical “rangers” statements? Well I think it's because he knows that he can’t rely on the fair-weather, fly by night glory supporters and so he needs to pander to the core support, which is why he is making such outlandish and fantastical claims in an attempt to get them onboard. But in attempting to attract this core means that it will come with an element of pure concentrated bigotry and bile, so that every disgusting and disgraceful aspect of the “rangers” support will be multiplied. We can expect that in the coming weeks, with the assistance of a still compliant MSM, that he will continue to make such statements and will continue to attract supporters, no matter how vile or repellent they are, to bring in the cash he clearly desperately needs.
I do expect 'Rangers' to turn the clock back and get nastier in the next few years.

The gloryhunters who padded out their support in recent years won't hang around long, so they'll just be left with the sub-human types who use 'Rangers' to peddle their bigoted views.

And Green will allow them to do it, as it's the only way he can sell season tickets.

I feel sorry for the innocent people in the wee towns that are going to have to put up with them in the coming years.

As always happens in these things, Brown is hugely overrated because he's 'experienced' and just a lovely old man who you could never say anything nasty about.

He's a shit coach who sends his teams out without any plan of how to score, loves signing anyone who is experienced and frequently plays 4-4-2 resulting in us losing the midfield.

Aberdeen played some of the worst football I've ever seen last season.

Still, some pace has been added to the squad, so I wouldn't consider it a bad bet to put us on at 9/1 to get second.
