It’s only BSL-3 and it literally says in the article (that they are pretending is some great reveal) that it is for threat reduction research against bio weapons and pandemics. There are loads of BSL-4 labs for the study of viruses, I have access to a BSL-4 facilities and it's not as menacing as people think it is. To make large scale weapons you need massive virus culture rooms. I can make you the most pathogenic virus in my lab but I could only produce a small amount. Bio weapon facilities would be factories and you'd 100% have military security. We have 24/7 security in my lab because of the dangerous radioactive materials and virus work we do but these Ukraine labs are not for making weapons. It's possible that shady research happens but they won't make the weapons there.
