It's actually been a feature in vbulletin (used to be a plugin before they included it in the official version) for a long time, some places it's called "karma". The first time I saw the system I thought it was silly, because it's completely arbitrary and it makes very little sense. If I were Marty I would just disable it but I guess he likes it.
