English is used as a working language and every captain of every team is expected to have basic knowledge of the language. That goes for referees as well.
There are of course some exceptions. When Holland face Belgium and the referee is from Luxembourg, they language used will probably be Dutch. With Germany vs Austria and a Dutch referee, the language will probably be German.
Those are, however, unofficial agreements which the referee and the captains will discuss prior to the match. During the flipping of the coin for example.

And when the Azzurri play, Cannavaro, our captain can speak english ?? I know that Vieri may be the only english speaking azzurro, unless someone else knows of others ??
Someone posted a video on here sometime about him learning English, and it was pretty bad then. He know what all of the weekdays were named for one, and his pronounciation was... eh... below average.

I think that video was pretty old. I heard him in a interview during the WC, and I thought he did allright.
Doesn't matter if he's fluent or not. What matters is that the ref and the captain understands each other, and I don't think they would have any problems in DP's case.
Does anyone know which non-English-speaking-country players are good at English? Apart from the ones that play in the Premier League. I was surprised at how good Figo was at English, and I guess all the Dutch guys are good at English.

Well it's not like you need to be fluent in order to argue with a referee. All a player really needs to do is memorise a couple of standard sentences!
Gray - all Dutch players speak English. Like all Dutch people. Players from the east of the country (like Van Nistelrooy and Makaay) even speak German on top of that.
