No, of course not. Bandwidth is about data transferring, so long as you have the page loaded and you're not transferring anything, you could just as well be disconnected and there would be no difference.
That, and some browsers have that feature: automatic refresh.. I remember Opera has it, I remember setting it to refresh every 5 seconds or so on some other site..
