and let the manager of the forum who chooses the winner every week ?

Post counts are not meant to be inflated, they are based on posts made and nothing else.

Well it sounds like a cool idea but it would pretty much require someone to read every single post (or something close to that) in order to choose the "best".

imo it's a good idea but the 100 post count reward is inappropriate here when this is for the quality of the post s,and we shouldn't be concerned with quantity.
