Dybala will be 30 by then and Barca would have likely found a new 20/21 year old sensation to replace Messi. That time and opportunity has passed where Dybala could make an eventual move to Barca.
If Dybala isn't sold next summer, then more or less you can expect him to spend most of his prime years at Juventus.

It is true that Barca is only ‘allowed’ by messi to sign his heir when he retires. And that should be somewhere in 2023.
But the irony is that, by 2023, Barca and Farmers La Liga may have rotted to the point where they can only hardly attract players like a 30yo dybala and not a 21-22 yo TOP talent.
The way I see it, Messi is Barca’s rise and fall. Messi’s market value is dropping. His capability to do magic is undeniable but he has been doing it in farmer’s league. In recent years, Barca’s team quality has dropped. And at the same time, they can’t sign the ‘future messis’ because Messi’s ego doesn’t allow that.
Farmers La Liga has already stopped showing in Asia because CR7 is no longer in it. It is like removing Predator from the movie Alien vs Predator.
On top of that, Messi is just no longer relevant to footballing world. He is aging, dribbling through farmers league, just like how Pele spent his career dancing in Brasília village league. Nice to watch on YouTube but boring to watch 90 mins of it.
Messi as a brand is also extremely unattractive. He has no social media game, not much sex appeal, hard to relate to millennials. Players with swag like Pogba, mBappe, Van Dijk, TrentAA, and our dear CR7, are head and shoulders above Messi in terms of global appeal. This is proven by the fact that no self-respecting clubs now are interested to sign Messi anymore, unless it is a China/MiddleEast/America club.
That is unlike the GOAT CR7, who at the age of 34, is still being linked to clubs like Man UTD, PSG, and sometimes even back to R Madrid.
Knowing CR7, his ego alone would have him stay competitive and rampant till his retire, probably ending his career back at Man UTD at the age of 40 to bring them back to greatness.
Knowing Messi, once he can no longer dribble through farmers La Liga, he will refuse to adapt his game, and in fact go to his boyhood Newell Boy club and dribble through the Argentinian village league.
