The arrival of Arda Turan isn't a problem for us, we could easily bring Pogba. If we win the election we will look to bring Pogba here. The key to the deal is Mino Raiola, and we have an amazing relationship with. We are sure of one thing, it would be good for Pogba to play for Barca.

I think it's a legal thing. There is no way legally UEFA (through La Liga) can ban a company (Barca) from hiring employees.
However, they can restrict a company from registering players for their specific competitions, both CL and La Liga. So, by restricting Barca from registering new employees, UEFA/La Liga are effectively circumventing European fair employment laws by saying "Well, you can hire an employee but that employee won't be allowed to participate in our competitions which just happen to be what your company does."

The problem is that they should not be allowed to operate in the market, they are only paralysed for a couple of months (not that their squad lacks any position). For me the ban means they are not allowed to buy anyone. They bought a player that another team might have bought this summer when barca are NOT allowed transfers.
You are partly right.Yes they are not allowed to buy Arda at this moment and maybe another team could jump instead of them .The thing is ,first,nobody knows the details and second legally they, WITH HANDSOME APPROVAL of Atletico make a deal which does not matter when actually starts and when ends.In this case this is January 1-st with a non paper from Atletico and Barca that player is going now and start playing at January.
