There are plenty of other teams that can pay even bigger wages than them,but its the appeal.A substantial percentage of the world's best players are at these two teams.Even the riches and attractiveness of the EPL dont come close to them.
Barca in the space of 10 yrs have become a Real Madrid level team where all the best players whore out to them.Its astonishing really.They hit the jackpot with Dinho and Messi.
