Only he can't. Once capped for one country you're bound to that country, even if you have double nationality passport.
Kosovo? its still not a country accpeted by FIFA/UEFA and he can still change for it...

He can, since he hasn't played an official game yet, that's why he will get some minutes today.
yes, he must play a official game to not be able to change his "football nationality". even if he plays a freindly game he can still pick another NT that he has some conections with

Kosovo is another case, but until he steps on the pitch for Belgium in a official game he can chose to play for England for example.

 Youre from Albania? do you think the Albanian players from Switzerland, Belgium (Januzaj) and Germany (Mustafi?) will chose Kosovo after they are part of FIFA and UEFA? Kosovo could really become, maybe not a top NT, but definetly like Russia, Bosnia or Greece for example (even better)

I am from Kosovo actually.

Just recently we have been allowed to play friendlies but "the stars" haven't been called.

But they will be for sure once we are accepted by FIFA, if they come or not is another case but the signals are positive.

Our representation would be pretty good, at least we will be allowed to dream about a potential qualification for a major tournament.
