Between 4 or 5, because usually the Gs should be a 4th of the amount Cs are, in 18 is between 16 and 20, either 4 or 5 makes sense (I count the dirty cop as the 5 ofcourse, which is preferable).

Plus, special roles for civilians, lawyer is obvious, but you want the jailer too right? Can add fun to the mix.
