North Korea have been using scare tactics on the west and its neighbors to the south since they formed a communist state. In any case don't expect nuclear weapons to be used as a result of this conflict.

I'm not sure anybody knows what to expect when it comes to Kim Jong. But I have my doubts they can send a workable nuke into Seoul, let alone anywhere else in the world. They could bombard ROK's capital with shells and STS missiles, sure. But their end game is their eventual downfall, yet they don't care.

    From Yonhap:

The drill began at around 2:30 p.m., an official at the South's Joint Chiefs of Staff said.

"It won't last long," he said on condition of anonymity.

It's still unknown whether N. Korea actually has nuclear capabilities. Though most lean toward the yes on this issue of is it possible they have some sort of warhead.

Even Kim Jong isn't stupid enough to send a nuke into Seoul. No one is. The use of nuclear weapons would most probably eventuate in the end of the world or at least the end of North Korea. Kim Jong has built an empire, he wouldn't go destroying it now.
If there is an all out war between North and South Korea it will probably be by proxy. At least China is urging North Korea to use restraint.

Kim Jong is on his way out. In his mind, he may think that he needs to establish some sort of precedent for his son. That may mean blowing shit up. Who knows, these guys are whackos.
