You're massively overplaying his lack of European success. By this logic Falcao still hasn't proven anything, after all he did nothing but tear up a defensively weak league and the inferior EL - just like Hulk.
The thing with Porto is that their scouts are great and they play in an average/low quality league.
They get decent/good players and the occasional one with "WC" potential, those players then proceed to tear shit up domestically, destroying teams like paços Ferreira and Rio Ave and letting them get inflated numbers of assists and goals thus inflating their prices.
Oh look! This guy hulk (for example) scored 293628 goals but 75% of them were against shit teams. most people only care about the numbers rather than the context, so instead of paying 20-25 million for a player like Hulk they pay close to 50m because he scored a shitload of goals.
