To Barca Modric won't be worth even 20m eur, because they have lots of players to do that job. To a Juve with Pirlo, Modric also won't be worth tons of money. But to Real a player like Modric is worth even more than 40m euro. Exactly what they lacked.
I believe he finally convinced them to go big on him when he practically alone took on the entire Spanish midfield at the EURO and even outplayed them. Real Madrid with Modric will be a powerful team, much more powerful than they were last year.

Is Modric really what Real Madrid lack?
When they have Alonso and Oezil, I think they are right to have a runner as the third midfielder, even though I don't think an awful lot of Khedira.
It gives them an option for big games - I don't particularly like the balance of their team when they try to play 4-2-3-1 against good teams - to play 4-3-3 with Oezil or Di Maria being dropped to give them a bit more solidity and allow them to retain possession better, though.
