I mentioned clubs to illustrate the fact that for Aguero there was only one option. Its not like he had two similar offers from an Italian and English club and then chose an English one.

Milan will never try to go after Neymar when there are other big clubs after him, ready to splash +40m eur. Even if they have the money, Milan won't do it. It's not their style. Ever since that crazy transfer summer in 2002, Milan don't go nuts on the market. They try to play it safe and smart.
In the last 5 seasons they're succeeding in that. I was looking at all their +10m eur transfers in the last 5 summers and look how few such players they bought, but how smart transfers most of those were:
