If you deny that Belgium is a country you just proved your own theory wrong, because I do live in a stable economy. Mind you, Belgium is a better place to live than the US. You don't end up broke here when you have to be hospitalised.

"There" means "not here".
"Here" means "here".

Since this is a forum and we're not out in the wild, it's wrong to say "out here". "Out here" would mean "Here, not here" or "Here, not inside".

English is a lovely language though. I wouldn't want to butcher it. As of next week I'll be learning Italian at the university. I'm hoping it's going to be a bit interesting, because till now the history courses I'm taking are rather boring.

Nice. Ocean City Maryland is the best beach city on the East Coast IMO. I might find a job there next summer.
