Not to get too far off the Inter disgrace, but to answer your question Dan, where I live, under age drinking is pretty minor of an incident.
The only thing I will usually do is just take the alcohol away from them, and thats it.
Now, if the person gets disorderly, then they can be arrested. If their a minor, we'll usually take him into custody, and have his parents come pick him up.

England's lawmakers were forced into action against hooliganism a few years ago, and the measures taken across the United Kingdom have seemed to work for a much improved atmosphere in the stadia. This past week, more than any other, should finally be a wake up call to Italian lawmakers to follow England's example. The punks can be dealt with. A country cannot be held hostage every time there is a football match. Lifetime bans and periods of incarceration will get their attention.

Inter-Milan Incidents: Was It All Planned?

Shocking revelations by Inter fans who admitted that the flare shower was programmed from before.
During a Champions League program on Italian television, following Tuesday night matches, some anonymous Inter fans who were in Curva Nord during the infamous encounter sent messages explaining what happened.
One fan declared that he overheard one of the Ultras leaders saying: "Let’s chant till the 30th minute (second half) then we know what we have to do."
Another fan said that he knew from beforehand that this would happen as there were talks between the Ultras that they wanted to send a “warning sign” to Moratti and all Inter board to show their disapproval at another disappointing season.
These comments would explain why there were so many flares (unusually high number) which were thrown at the same time. At first it was thought that the disallowed Cambiasso goal had sparked all the incidents, but apparently it only started the contestation 4 minutes earlier than expected (75th minute).

Those bunch of morons in Curva Nord really shot themselves in the foot. Not only did they give their team a black eye for EURODerby II .. afterall, Milan never really dominated Inter but were just the more talented team .. Inter was organized and was not able to SCORE and hold off Milan for the occassional opportunity. Thanks to this stunt it will lower Inter's credibility even more.
Secondly they will probably face some nice harsh punishment from UEFA.
As for the other query in the thread: When will the Italian government do something? Probably not until a real disaster occurs like 10 to 20 deaths at a game. You surely all remember the similiar incidents last year in the Milan-Roma match when Roma fans started throwing flares and the Roma-Lazio match-up when fans get on the field and told Totti a boy was killed, etc. That lead to RIOT scenes outside which I witnessed first hand. What you didn't see was the tear gas being thrown by ULTRAS and the mob beatings outside the stadium as well as the sheer destruction. If nothing was done last year when CLEARLY something was wrong it is unlikely to be done this year. They will just sleep on it until it reaches boiling point....bunch of MORONS.

Christ. I just watched the last 30 minutes of the Milan match and I don't think I have seen anything like that for a long while. It was rather sad and humorous at the same time. With the flares being continuously thrown on the pitch and reactions of the players and referee Merk, you knew that match was going to be abandoned.
Mancini, during the whole thing, was looking rather distraught on the bench knowing his demise could be near. Can't say I feel sorry for Inter.

I've seen some fanatic fans in my time (Oakland Raiders), but this is absolutely ridiculous.....
