I've seen that elsewhere, when a newbie needed 100 posts to "graduate" to post in the other forums. Wasn't very successful, as
A) They posted crap to get their 100 posts,
and
B) It discouraged a lot of people from joining.

Personally, I suspect that everyone except me is a dual account. One, obsessed sadist, with an incredably fast internet connection. In Graham, I suspect (s)he's let the cat out of the bag. Why do you taunt me so?

How about give them literacy tests, such as "spell your own name right" or "where are you from." If they can't complete those objectives in perfect fashion and their answers are not spelled correctly, they aren't fit to post on a forum.

1. Language used
The primary language in the forums is English. Unless indicated otherwise, conversation shall be held in English. If you feel uncomfortable speaking English, because of poor knowledge of the language, fear not. Your level of the language shall be respected and you will notice it will improve as you make use of it.

Well, considering this is an international forum not everyone will speak english perfectly and maybe youll be able to improve your fluency in the language. Not letting them post because they cant speak english just sounds like a waste of time, because if they cannot speak the language their posts wont be taken seriously and hence theyll be ignored

A number of people over the years have said that posting here has helped their English enormously. I've also found that some of those same people felt that their mediocre English was made less than welcome. I didn't, and don't, like to see that.
