The ECB and the Swiss have done it before. It's probably going to happen because the markets will tank if they raise rates. Their policies really haven't worked at all apart from making the rich richer, so they won't raise them. The economy hasn't improved and is nearing an actual recession again, so all they have left in the toolbox is lowering even more.

Absolute insanity, but hey, gotta keep bankers happy.
