That's 24 years ago. And I'm not sure we're talking about the same thing. The US debt has kept on increasing since forever and I doubt any president will change that. Nor I think it's possible.
Debt doesn't really matter as long as it looks like you pay up eventually, even if you pay with new debt.

Kind of sucks to have a record debt with a president arguably most famous for never paying his debts. That is a very real issue. How are the US getting money right now?

It's not through taxes. And they can't borrow.

Well with a budget surplus you shouldn't have to take on additional loans so there's no increase in principal, and the extra money can go towards paying additional debt.

i know what you mean, just a small clarification: you can run a deficit and still lower the debt by allocating some of your budget toward debt repayment

a good national/federal budget usually has a slight deficit. when you have a surplus, it means that you failed to spend all the available public resources on public purposes
