Yeah most developments that are new or outdoor based are all on floodplains. It’s sad but a known consequence
There is no shortage of habitable land in TX. Wealthier/High ground areas are mostly occupied or already built out for decades. Outside of erosion of these areas, mainly floodplains offer opportunities to expand towns with commercial and residential structures. But floodplains are an inherent risk and occupants assume that risk all over TX.

Also:
Much of the low risk land around there are privately owned ranches.
Demand for housing and business allow developers to acquire land for a small premium and sell rent structures for competitive market rates.
Overall, flooding is simply a known assumed hazard residents must endure.
Most insurance companies charge insanely high premiums for areas in risky flood zones. Obviously it’s going to be risky when you’re adjacent to a river
Houston is a perfect example of this: all the new land floods much more frequently. Reconciling this with insurance risks and climate changes means duping a lot of poor and clueless people to move into flood plains and then blame the NWS when they drown.

This is also why Utah Senator Mike Lee is so clueless about public land sale proposals. The dude's logic was to sell publicly owned lands in the forests to developers so they could build new homes in areas infested with wildlife, at the greatest risk of burning down due to fire danger, and with none of the infrastructure for water supplies, emergency services, and forest management to maintain a buffer from certain and far more frequent risks of burning to death.

Honestly has America even agreed any deals? Even one with the UK still has alot of grey areas which haven't been agreed on. What a joke, the world would do well to stay the fuck away from Trump, better off dealing with everyone else.
