I don't know mayne, specially in regards of snagging health workers. One of my cousins is a nurse, after a few years she moved to Texas as a travelling nurse and she's making A LOT more money for less hours, she was telling me there's a bunch of Canadian health workers that make the move for better hours and better pay. I don't know much about it, just second hand info from a relative.
