I think keeping them alive makes sense only for the experimentation. RFK Jr. can keep a certain percentage in the FEMA Camps so he can test some new Alex Jones products on them, like Alex Jones' Sea Moss, Super Shemale Vitality, and others.

Regarding the trains, I guess if they crash into the wall, it's not a big deal. Sure, we'll have to procure more trains, which is fine, but it could also be a huge deterrent as Mexicans and others see on their news the dead bodies scattered everywhere in the crash remains.
