Always. handguns are difficult to use if you aren't experienced with them and that's when you are at a range and other people aren't shooting at you. In a combat situation most would just duck their own head and fire randomly in the general direction of the threat.
probably why there are so many casaulties of innocent bystanders small kids getting shot etc. in these instances

When you think about how many shots are missed and how adept the local hospitals have had to become at treating gunshot wounds but still, even with those factors at play, the murder rate makes it more dangerous than active war zones?
