They had dual citizenship. Iranian citizenship is impossible to renounce.

They made it particularly impossible. For every citizen trying to renounce, cabinet should pass a resolution followed by an executive order. The reason that they made it intentionally hard is that Iranian government does not recognize dual citizenship, but does not actively enforce it, so the foreign governments of said citizens cannot claim any loss. So families of those 63 Canadians cannot claim any loss in Iranian courts. Not that those courts are real courts of law anyway.
