Taking a certain number of face to face classes to maintain full-time status was always the law. They exempted international students for the Spring and Summer semesters. Now they have decided to not extend the exemption for the Fall term and this has made a bunch of incredibly stupid trumpies happy because they think international students on F visas who are a massive source of income for universities, who pay taxes and can't be employed are taking their jobs. The bar to make those people satisfied is really that low. The thing is, most international students who went back to their countries last semester wouldn't have been able to come back to the US anyway (those from China, the EU, England and Iran) so many schools had already thought of ways to accommodate them. Only the students who stayed in the US could be potentially hurt but most schools will have some sort of a hybrid teaching system in the Fall (the students will alternate weekly between coming to class and streaming it online) so they will be able to maintain their full-time status.
