Some of the bigger cities always park dump trucks to block traffic when parades are going on, like they do all the time in DC. If I was mayor of whatever town I would make sure that happens.

Sounds like they may have been fleeing the scene of a stabbing. Not confirmed yet, but possible. So they took a wrong turn and ended up in a parade. How stupid can you be? I don't know if that makes it worse or not, but wow, just the trash in this country.
