Loitering is pretty much standing or hanging around someplace without a purpose. It's not always illegal though. Like if I were to walk into a Dunkin Donuts or McDonalds or something and buy something and just sit there, I would be loitering but it would be allowed.

There's obviously a serious problem, but I don't think it's fair to compare a country like Japan to the United States. Entirely different culture and set of people.
Plus, cops in Britain don't carry guns but then I think most citizens can't have guns anyway. I think it's the same in Japan as well.

For me the biggest problem is with the police themselves. Hiring practices and what-not. When I was in college there were guys who were fired from the retail stores where I worked and went on to become police officers. I also know dudes that couldn't graduate high school and became police officers, they got a GED, but lets be honest my dog could get a GED. So you have guys that couldn't cut it in retail and guys that couldn't make it through high school running around with guns making life and death decisions. Add in the influx of returning vets for conflicts abroad and it's really not surprising more and more of this stuff is happening.

It is up to black America to change their own precedent. The government option has been spent, so you're on your own now. Affirmative Action, government subsidies, what else do people want? You're on your own and if you can't realize that before the debt collapse God help you.

Not really, it's simply the realist approach. There is no possible way the government can fund any additional entitlement programs, and when the Student Loan and overall government debt bubble collapses, the existing programs are gone. Or they will just pay out in worthless Federal Reserve Notes. They're on their own, just like everybody else in that regard.

Someone in the comments made a good point, though. A lot of Obama's voters presumed that because he was (half) black, he was a punch-card liberal. In a reverse-psychology way, essentially there are a lot of disappointed voters for Obama who were being racists. Because they were making racist assumptions when voting for him ... not acknowledging that a black man has the freedom to be anywhere he wants to be on the political spectrum, including a very Wall-Street-crony-friendly Obama.

    That reporter, Charlie LeDuff, is a known Detroit advocate. He left the NY Times to go back to the troubles in his hometown in Detroit. But as his Wikipedia page shows, he's not without controversy.
