The second one doesn't really work. Gangsters aren't there to uphold the law, nor do they owe protection to the public. That doesn't absolve them but it's not comparable.

    I always thought that big criminals are always using situations like this to conduct big deals for the sale of weapons and drugs etc. because cops are too busy with protest

    There's obviously a serious problem, but I don't think it's fair to compare a country like Japan to the United States. Entirely different culture and set of people.
