We all have our opinions, both our tiers were close.
I don't think Locatelli is as bad as C tier unless played out of position. Just like I don't think Gatti is D tier. He's been more dependable defensively than Rugani and Bonucci and he's still so young/raw.
Point is, our squad has (even by your estimates) 5-7 B Tier players or better. That's not scraps.

Cuadrado our best player last season, now Faggy, Miretti, Kostic, Milik etc better players 
Miretti and Faggy both in D or F in my opinion. I think they will turn out as decent Lazio players one day, at max. Hope Im wrong.
Chiesa with 15 games for us and 4 goals last season. +9 months sidelined, I wouldnt put him as top tier.

Most players are way better than they’re portrayed in these lists. Cuadrado, Bonucci, Tek- to a extend Kean, McKennie, Sandro etc are all massively underperforming.
But this is what you get when you can’t keep a squad fit and if you compliment the guys for having a good performance with 2 shots on goal after 90 minutes.
Sometimes I’m so baffled by the differences in ideologies. I grew up with both Italian and Dutch football. The differences couldn’t bigger. For a long time I always believed more in the Italian approach but it has been outdated for years.
Believe it or not many here criticised Van Marwijk in 2010 when The Netherlands reached the WC final, because the kind of football they played was to static/boring/defensive. Or in general the idea of having experienced players weights a lot less. Compare that to the general idea at this club.
Obviously Italy has 4 WC’s compared to 0 of the Netherlands, but Allegri as he always says it just a old school manager who values things that were relevant in the early 00’s over things that are relevant today.
Even having physically strong players like Allegri loves has his roots going back to years where many of us weren’t even born.
Its no surprise that McKennie plays over Fagioli. Someone like Verratti wouldn’t play under Allegri either. Imagine Del Piero as a 19 y/o going troughs the ranks of this club with Allegri as his trainer. He’d be benched by Milik due to his physicality
