Yes, but it would minimise the risk.

The question here is whether we prefer to pay (say) 12 MEUR for a player we don't really know much about except that he's young and he was good a season ago in a smaller club; or pay (say) 15 MEUR for a player who has been in our squad for one season and whom we know every bit of.

that's the good part about a loan player...you see..test him for an year...the bad part is that you have to pay much to keep him. But of course there's the negociation part after the loan is over..
