I think we have an agreement with Bayern, but I don't think zgoetze is convinced, two reasons in my view

A) Taking a pay cut. If we were matching his pay at the bare minimum, it may help him make his mind up faster.
B) Poorer league than Bundesliga and other potential destinations, though I think he sees Juve in the right light, as a good move for his career and a decently big club, perhaps not in the same league as Bayern which is true.

How is our league poorer? We had more teams go farther in CL and Europa. They have two teams that are actually quality

I dont think it's worse at all. Serie A and Bundesliga both lacked a team capable of challenging Juve and Bayern for the title, but overall Italian teams have a slight edge over their German counterparts (Bayern excluded).

As for the salary argument we could match 6m that he recieves from Bayern.

All 4 of their CL teams got to knockout stage in CL. That's why they did not have as many teams in EL as Italy, given that Napoli and Roma competed in EL after getting eliminated from CL.
Their teams performed well in knockout as well. other than BVB, Schalke put a hell of a performance vs. Real and had a chance of knocking them out. Same for Leverkusen when they played Atletico.
