So a requeset count as using the power regardless of result and it must be sent before deadline? It kinda make the L useless no? he can only reliably save someone when its a runaway vote

But how many times during the game it's a close vote? Perhaps 2, maximum 3.
The lawyer sees that it's a close vote between two players and he thinks one isn't a G. He sends the save request to the narrator. He gets to do the same on 2 occasions in those 2 or 3 close races.
Basically, there won't be much (or any at all) difference between two requests and two successful saves. Perhaps once in ten mafia games it might make a difference. That's why I don't see a problem choosing any of the two options. Like I said, for me it's 51-49 in favor of 2 requests, but no objections at all with whatever the narrator chooses.

I don't see an issue with each requests counts as a save part. Only if it was to be combined with before deadline requests.

Anyway Piotr clarified it and in the best way imo
