why dont we just use those money to get rossi/forlan....etc

Because the Dzeko cannot be treated the same as Rossi or Forlan. The guy belongs to the top 5 strikers in this world. The only player I would want to splash Dzeko's money on is Neymar or Suarez given their ages.
