Difficult to say if he's the BEST, but he's certainly one of the best. In Serie A, I would rate him second after Capello.(not that I'm a Roma fan but this man has had success in every club he managed! (Lippi-just in Juve)) The third best is probably Cuper, as he won the UEFA Cup with Gala, reached the CL final twice with Valencia and almost finished 1st with Intereek. Then I think Ancelotti deserves the 4th place, as he has done well in Parma, brought Juve on second place, twice in a row, and does extreamly well with Milan now(though last season's Milan wasn't anything special). And finally, I would give the 5th place to Del Neri. He did a hell of a job with Chievo last season, leading Serie A till the half of the season. Not bad for a tiny club from Verona that has just been promoted to Serie A!
