He is telling them to play the ball forwards and break the lines but the players Allegri puts on the field are incapable of doing this and so they pass backwards and let Napoli reset their press every single time.
If seems to really frustrate him and he seems to be doing this more often, especially in the last couple of months. Maybe I am reading too much into it, but it might be a concern this summer especially if we don't change or roster/coach/approach for next season
