I assume breweries here have to get a license to sell drink, just like a shop or a restaurant would.

No they can't, if they want to sell their ales at the brewery they have to open a restaurant or bar.

Not too difficult, I helped process one for a distillery last week. The biggest hitch is generally in the environmental assessment and health department permit. So long as there is a good engineer on board.
