It is. It always is. In a 4-4-2, it's only normal to see the wingers push forwards and the one of the forwards drop back.

People do not like a 4-4-2 for some reason thinking that it's a bit old-fashioned. But in reality, 4-2-3-1 is a flat 4-4-2.
