Or, it's because they know they can only get 4-6M for him on an expiring deal, and Zuniga is actually a pretty important piece for Napoli.

Given the changes that have already happened at the club, they need to maintain as much continuity as possible, considering the results they're coming off of. The club is doing very well, and they need to keep the fans engaged, need to keep morale up.

One reason to keep him is that he could help them qualify for Europe (going to be very tough, however I'm sure that alone would vindicate ADL's decision), but this also demonstrates to the fans that a) they're serious about competing, and b) they won't be pushed around, they will not bend over to strengthen a big rival like Juve.
